dc.descriptionEducational systems for the northern native peoples of the Soviet Union and Canada were created when the respective governments independently decided to develop the regions occupied by these peoples. Efforts were made too build modern school systems but within the context of government interests and objectives which either partially or totally took precedence over those of the native peoples. This thesis provides a historical tracing of government policies, their implementation, the results and common problems which affords the opportunity to juxtapose two different approaches. The focus is on the Chukchi and Eskimosy of northeastern Siberia and the Inuit of the Northwest Territories. The position is adopted that, however well intentioned government policies were toward their northern native peoples, the interests of these peoples were subordinated to the objectives of their governments. It concludes that while an educational system that accommodates the native peoples has been put in place in both countries, this system has not addressed and does not address their needs, that is, one based upon their heritage and culture and provides for their social and economic self-sufficiency. It is also suggested that this will not occur until the northern native peoples take a more active role in the development of their educational systems.en_US
